Generally modelling agency are paid by you.
Which means, you get to tell them what to do.
Usually models will have a contract though, because the agency is supposedly spending money and making effort to get your work for that period. When the time expires you can move on to somewhere else.
A lot of talent managers try to lock in the talent on long-term contracts, because when you are starting they contract is in their favour.
When you are famous the contract is likely to go the other way, favouring you.
You can switch all you want if you are not under contract. Just remember - they pay you, you do not pay them.
It all depends on what your contract says. Most modeling contracts are good for anywhere from 12-36 months and have a geographic exclusivity prohibiting you from signing with another agency in the same city, state or even country depending how the contract is written. So if you are under contract, you could not move to another agency until your initial contract expires, or your current agency as "mother" agency can work out a deal with the larger agency to continue to get a % of your earnings as your mother agency
